In 2022, Marin County’s Office of Equity embarked on its first Participatory Budgeting (PB) Cycle distributing $2.5 million in federal funding to four priority communities within Marin County. In 2026, after PB voting concluded, Ceres Policy Research was hired to conduct an independent evaluation of the PB process to find possible inequities and provide recommendations for future PB cycles.
This evaluation provides vital findings from the PB process and outlines recommendations for future cycles, better equipping the county of Marin to equitably and responsibly distribute future funds. The report, infographic, and presentation template help make this information accessible to the public, increasing transparency and empowering community members.
I created visual branding for the project including an accessible color palette, typography, and design style. Using this, I formatted Ceres Policy Research’s findings into a 53 page report. This included creating 16 data visualizations all of which adhered to accessibility requirements including screen reader usability; editing photos pulled from Marin County’s PB Awardees website to create cohesion and accommodate poor quality; creating or modifying sourced icons to accompany the text; and utilizing a tagged document structure and alternate text to ensure screen reader usability. I also created a one-page infographic following the same cohesive aesthetic and accessibility requirements and a matching presentation template for the organization to use when sharing their findings.
